The functions in this API provide the core functionality needed to implement WS Notifications. In particular, this API provides functions for associating notification producer state with a resource, creating and managing topics, and managing subscriptions. Most service implementations will only need to call the topic-related functions. The core WS-Notification provider will handle associating producer state with a resource and handle subscription messages.
